The Ministry of Finance, through the recent Circular 9863/04-07-2025, has announced, among other important clarifications, the launch of a Pilot Grant Program for the implementation of accessibility interventions. This program, based on Articles 53 and 82 of Law 4997/2022 (A’ 219), marks a significant reinforcement for specific sectors toward creating a barrier-free environment.

What is the Pilot Grant Program?

Who are the Beneficiaries and which spaces are covered?

According to the Articles of Law 4997/2022 upon which the program is based, interventions are subsidized for:

  • Article 53 of Law 4997/2022: Concerns the adaptation of existing education and training spaces for People with Disabilities (PwD). This includes school units, special education centers, vocational training structures, and other venues where educational services are provided to PwD.
  • Article 82 of Law 4997/2022: Concerns the enhancement of accessibility for PwD in health and social care structures. This category includes hospitals, health centers, medical practices, rehabilitation centers, elderly care units, and other structures providing health and social welfare services.

Which Interventions are Subsidized (Indicative)?

The program targets interventions that improve the physical accessibility of spaces so that all categories of PwD can be served without hindrance. These include, indicatively:

  • Installation of platform lifts to bridge height differences.
  • Design and placement of accessibility ramps (fixed or portable) with the appropriate gradients and specifications.
  • Door widening and corridor modifications for the unobstructed movement of wheelchairs.
  • Adjustments to sanitary facilities (accessible bathrooms).
  • (Possibly) Accessibility systems for individuals with sensory disabilities, such as tactile markings or audio cues, depending on the details of the program’s guide.
